Where the lists disagree
No two authorities sanction the same set of ships. Each set below is counted from the live lists, updated every night, and links to the vessels in it.
Listed by one authority alone
The sharpest measure of divergence: a hull that exactly one authority lists. A gap says nothing about the vessel itself — authorities work from different legal bases, evidence thresholds and timetables, and several of these lists exist to implement a measure the others do not have.

Ukraine's War & Sanctions portal is a government catalogue of vessels of concern, not a legal designation, and it is counted separately everywhere on this site. A vessel appearing only there is under no sanction from the authorities listed above.
Why the lists differ
Three reasons account for most of it. The measures are not the same: the EU's Annex XLII is a port and services ban rather than an asset freeze, so a ship can be barred from European ports while nobody has frozen anything. The legal bases are not the same: an authority can only list what its own regulations reach. And the timing is not the same: allies often follow each other by weeks or months, so today's gap may be next month's alignment.
