What this authority is
Ukraine's Main Directorate of Intelligence publishes the War & Sanctions portal, which catalogues vessels it associates with sanctioned trades. It is the largest public shadow-fleet catalogue, and it is not a sanctions list: appearing on it does not create a legal prohibition in any jurisdiction.
How to read its list
The portal presents one record per vessel with the name and IMO number, plus narrative material. This site takes only the identifiers and links back to the portal for everything else, in line with the portal's stated terms.
What a listing prohibits
None in itself. Ukraine has its own sanctions decrees, but this catalogue is an intelligence publication rather than a designation instrument.
