What this authority is
The Council of the EU lists shadow-fleet vessels in Annex XLII of Regulation (EU) No 833/2014 (Article 3s), amended with each sanctions "package". These vessels are subject to a port-access and maritime-services ban, not an asset freeze, so they do not appear in the EU consolidated financial sanctions list.
How to read its list
Each Annex XLII row gives the vessel name (with "formerly X" where renamed), IMO number, the grounds for inclusion (Article 3s(2) point (a), (b) or (c)) and the date of application.
What a listing prohibits
Port-access ban and prohibition on providing services (bunkering, insurance, classification, crewing, technical assistance) to listed vessels.
