What this authority is
Switzerland is not an EU member but adopts most EU sanctions through ordinances issued by the Federal Council, administered by the State Secretariat for Economic Affairs (SECO). Its consolidated list mirrors much of the EU vessel list, and the Swiss text of the grounds usually tracks the EU wording.
How to read its list
The SECO list is published as one XML file covering every programme. Vessels appear as targets of object type "vessel", with the IMO number in a free-text "other information" field and the grounds in a justification field. Dates come from the modification records, which state when the entry was enacted and published.
What a listing prohibits
Measures follow the corresponding EU ordinance: for shadow-fleet vessels, port access and services restrictions rather than an asset freeze.
