- Ukraine's catalogue holds 857 vessels and none of them is sanctioned by it. Keeping that distinction is most of the work in building an honest vessel index.
- Across 2,087 vessel records, the striking number is not the overlap between allies. It is how much of the fleet only one authority has acted on.
- Every one of the 672 vessels the EU currently lists sits in Annex XLII, a port and services ban. None is in the EU's financial sanctions file. That distinction changes what the listing does.
